System allows to send electronic invoices for goods and services obtained by public institutions, jobs performed relating the execution of public procurement contracts shall be created; information relating payment of the provided invoices shall be received more operatively. This service shall solve the existing problem – currently the Public Procurement Office cannot perform detailed analysis of data relating contract execution and cannot ensure efficient control of execution of public procurement contracts in as much as the legal acts regulating public procurement do not obligate to provide documents relating settlements performed when executing public procurement contacts.

  • There shall be a possibility to save costs for preparation and management of paper invoices and working time of employees;
  • Transparency and efficiency of management of public budget cash flow shall be improved;
  • The Public Procurement Office shall have a possibility to receive information relating execution of the contract necessary to ensure management of contract execution. The entire information shall also be available for the controlling authorities;
  • Winners of public tenders shall be able to provide invoices online and to see the state of payment of these invoices.


The system will be implemented by storing the data in database management system Oracle, the activity logics will be implemented by using JBoss application server and Liferay portal. The activity logic of application level will be created by using frame of Spring programme tools, JODReports, JODConverter and iText libraries are anticipated to be used for electronic data generation. Integration of application level will be implemented on basis of technologies of Apache Axis, Rampart etc.
